John Nothdurft of Superior Telegram agrees that a negligible tax isn't the solution to fixing a states' budget deficit. He argues that a negligible tax does not necessitate the correct amount of state revenue, and many times state lawmakers and lobby groups tend to overvalue the importance and return that they could provide.

We go on to explain the scope of the soda tax. Overall, consumers will still choose their favorite soda brand, but more price-conscious consumers would seek a lower cost alternative. He predicts that a proposed candy tax would diminish the sale of candy by only .8 to 1.6%. The candy tax is being implemented in his state, along with a cigarette tax hike.
